Founded in Karbala in 1988, the college initially launched with just the Mechanics and Accounting departments, enrolling 668 students in its inaugural 1988–1989 academic year. Since then, the institution has experienced significant expansion in both student enrollment and the number of academic departments.

The college grants both Technical Diploma and Bachelor's degrees. The diploma is equivalent to three years of study, combining two full academic years with a comprehensive summer training program. Our curricula operate on a course system that heavily prioritizes practical training over theoretical instruction.

Our primary goal is to prepare highly qualified technical, administrative, and medical professionals. By delivering exceptional technical education, we equip our graduates to serve as skilled middle cadres across various sectors and keep pace with rapid scientific and technological advancements.
